Meet The Doctors

Dr. Victoria Lilling is a native of Silver Spring, MD. She attended Springbrook High School where she was very active in sports. She graduated cum laude from University of Maryland College Park with a Bachelor of Science in physiology and neurobiology. She was also involved with biology research honors program and winning a prestigious Howard Hughes Medical Institute research scholarship. She was inducted into Phi Beta Kappa National Honor society and Omicron Delta Kappa Leadership Honors Society. 

Dr. Lilling then attended the State University of NY at Buffalo – School of Medicine where she received her Doctor of Medicine Degree, and was inducted into the prestigious Alpha Omega Alpha National Medical Society. She graduated Magna Cum Laude- second in her medical school class. 

After medical school, she completed her internship and residency in Orthopaedic Surgery at State University of New York– Stony Brook University Hospital, the busiest Level 1 Trauma center in Long Island, NY, preparing her to manage all aspects of orthopaedic Trauma.  She was involved in caring for patients with severe hand and upper extremity injuries, such as complete and partial traumatic amputations and subsequent replantation of fingers and hands. 

Dr. Lilling took a keen interest in the treatment of nerve, vascular, hand, wrist, shoulder and elbow injuries and ailments, and completed a fellowship in Hand, Upper Extremity and Microvascular Surgery at Rutgers University in Newark, NY.  

Dr. Lilling wanted to further her knowledge in the treatment of shoulder and elbow injuries and ailments, leading to a fellowship in Shoulder and Elbow Surgery at Johns Hopkins University Hospital in Baltimore.  These fellowships provided her with a broad experience and expanded her ability to treat any condition of the shoulder, elbow, and upper extremity with a multitude of interventions, including surgical and non-surgical options.

With many long years outside of Maryland, Dr. Lilling is excited to return home to give back to the community that helped her grow into the person she is today.  She is enthusiastic to provide care for patients presenting with a wide range of orthopaedic issues, including orthopaedic trauma and fractures, sports, and nerve injuries and ailments of the upper extremity (shoulder, elbow, and hand and wrist).

After her shoulder and elbow fellowship at Johns Hopkins, she did a short fellowship in France with the world renowned Dr. Laurent Lafosse, where she furthered her skills in shoulder surgery, both arthroscopic and joint replacement. 

Dr. Lilling currently does part time work for the FDA in Silver Spring, MD reviewing Orthopaedic medical devices ranging from spine, hip, knee, ankle, foot, shoulder, elbow and hand. She believes in keeping the citizens of the United States safe and uses her knowledge to contribute to the FDA. 

Dr. Lilling currently resides in northern Maryland. In her spare time, she enjoys spending time with her family and friends, sports and outdoor activities, especially with her four-pound maltese. 

Christina Cervieri, MD, is a Board Certified Orthopedic Surgeon. Originally from New England, Dr. Cervieri attended Yale University for her undergraduate studies, majoring in philosophy.  She also trained in art at the Lorenzo de’ Medici Institute in Florence, Italy. Dr. Cervieri earned her Doctor of Medicine degree from the David Geffen School of Medicine at UCLA in Los Angeles.  Dr. Cervieri began her surgical training in General Surgery at the University of California, San Francisco-East Bay Program.  Her passion for Orthopedic Surgery led her to complete a residency in the specialty at Lenox Hill Hospital in New York, NY.  She further specialized in Sports Medicine and Arthroscopy during a fellowship at the American Sports Medicine Institute in Birmingham, Alabama. 

                                                                                                                

For nearly a decade, Dr. Cervieri worked as an Orthopedic Surgeon for the Department of Veterans Affairs, serving Veterans in the Capital Health Care Network (VISN 5).  Her responsibilities while at the Department of Veterans Affairs included serving as Assistant Chief of Surgery and Chief of Orthopedic Surgery at the Martinsburg, West Virginia VA Medical Center, and providing regional leadership on Operating Room efficiency.  Prior to practicing orthopedics at the VA, and immediately following her fellowship in Sports Medicine, Dr. Cervieri was the Sports Medicine Division Chief for the Washington Orthopedic Center in metropolitan Washington, DC.

Since 2006 Dr. Cervieri has served as a team physician for U.S. Figure Skating.  Throughout her career, she has worked with athletes from numerous sports, at all levels of play and competition, including our nation’s warriors.  She has enjoyed teaching orthopedic surgery to students and residents of West Virginia University, Alderson-Broaddus University, Howard University, and Shenandoah University.  Dr. Cervieri’s personal time is focused on her husband and their two young children.  Her hobbies include skiing, yoga, gardening and photography.

Dr._WowkDr. Victor Wowk is a long-standing member of the orthopaedic community, and has been sharing space with us for 4 years. He has recently joined our group as a partner.

Dr. Wowk received his BS and MPH degrees from the University of Minnesota and earned his MD degree at the Medical College of Wisconsin. He received his orthopaedic training at the University of Maryland, which included training at Shock Trauma. Dr. Wowk then completed a Sports Medicine Fellowship with Dr. Torg at the University of Pennsylvania.

Dr. Wowk has treated professional, collegiate, high school, and recreational athletes and he has been team physician for professional collegiate and high school teams. He has taken orthopaedic trauma calls at Suburban Hospital for the past ten years. Dr. Wowk has a special interest in disorders of the knee and their surgical and non-surgical management.

Stephen J. Rockower, MD grew up outside Philadelphia and graduated from Muhlenberg College in Allentown, PA. He received his MD from Temple University in Philadelphia, and did his Internship and Residency in Orthopaedics at George Washington University, finishing his Chief Residency at George Washington and the Washington Hospital Center.

He specializes in Joint Replacements, including Partial Knee Replacements (or UniCondylar Replacements) and Reconstructive Surgery, and treats injuries of all age groups.

His practice started in Silver Spring, and has migrated to Rockville by way of Bethesda.

He has been President of the Montgomery County Medical Society for 2014-15 and 2006-07.   He still serves on the Executive Board.  He is now President of MedChi, the Medical Society of the State of Maryland, and has served in numerous capacities on the State level, including Treasurer, Board Member, Chair of the Legislative Committee, Chair of the Computer Committee, and Co-Chair of the Operations Council. He has also served as Chair of Orthopaedics at Suburban Hospital, and as Chair of the Emergency Room Committee at Holy Cross Hospital.  He has been writing for years for Maryland Medicine.  He is a Delegate representing Maryland at the AMA, helping to determine medical policy.

He recently was featured on the Montgomery County Cable Network(Channel 16) on Housecall.

Dr. Rockower recently celebrated his 43rd wedding anniversary to an attorney specializing in commercial real estate transactions. They have 3 children: a graduate of Public Diplomacy from the University of Southern California,  formerly living in India, a Nurse in Oncology at the University of Pennsylvania in Philadelphia, and a graduate of the College of Charleston, who is now a medical student at the Medical University of South Carolina.

He is again a Washingtonian Magazine "Top Doctor" for 2016 (and many years before) and a nationally recognized "Top Doctor".

Dr._Barkin

Neil J. Barkin, M. D. is a graduate of Union College in Schenectady, N.Y. and Columbia University College of Physicians & Surgeons in New York City. He received his general surgery education at the University of Virginia, Charlottesville and his orthopaedic training at the Harvard Combined Orthopaedic Residency Program in Boston, Massachusetts. At the completion of his residency program, Dr. Barkin was awarded the position of Chief Resident at Peter Bent Brigham Hospital, Boston (currently Brigham & Women’s Hospital.) 

While in Boston, Dr. Barkin contributed to the early discussions of hip and knee replacement prosthesis design. Throughout his career he remained interested in hip and knee replacement surgery as well as the arthroscopic management of knee and shoulder conditions. As a recent retiree from surgery after many years, he specializes in the non-surgical management of bone, joint, and muscle/ligament injuries.

During his career Dr. Barkin has held numerous administrative positions including Chairman of the Suburban Hospital Orthopaedic Surgery Division, Chairman of the Emergency Ward Committee at Shady Grove Adventist Hospital, Chairman of the Legislative Committee of the Montgomery County Medical Society, Secretary of the Montgomery County Medical Society.

Dr. Barkin has personally undergone hip replacements in both hips (2001 & 2007). He remains fully active including playing frequent tennis, snow skiing, sailing, long-distance bicycling, kayaking, hiking, winter camping, and traveling. He is a perpetual jazz piano student who enjoys attending jazz festivals and cruises with his wife, Joan W. Barkin, M. D. She is a leading pediatrician in the Rockville area and the couple has two children and four grandchildren. Both Drs. Barkin have been cited repeatedly in the Washingtonian and Checkbook listings of top doctors.
